Study in Canada from Pakistan 2026: Study Permit, PAL, Funds and PGWP Explained

Canada is more selective in 2026. Here is how the cap, PAL, funds and PGWP work — and how Pakistani students can apply with a stronger file.

Canada has been a top destination for Pakistani students for years, but the system has changed dramatically. Understanding the cap, the PAL and the funds requirement is now essential before you pay any fees.

What changed since 2024

  • SDS closed. The Student Direct Stream ended in November 2024. Everyone now applies through the regular study-permit stream.
  • National cap. For 2026 the government plans to issue about 155,000 new study permits (and 253,000 extensions), with similar planning figures for 2027–2028.
  • PAL/TAL. A Provincial or Territorial Attestation Letter shows your province has allocated space for you. Many bachelor’s and college applicants need one; master’s and doctoral students at public institutions are exempt from 2026.
  • Higher funds. Proof of funds has risen with cost of living and is updated annually.

Funds can be shown through bank statements, a GIC, education loans or sponsor documents. A clean, well-documented funds trail matters more than the headline amount.

Universities vs colleges

  • Universities offer degrees and research — Toronto, UBC, McGill, Waterloo, Alberta, Calgary.
  • Colleges/polytechnics offer diplomas, advanced diplomas and some degrees with strong co-op placements — Seneca, Humber, Conestoga, Fanshawe.

Check three things before accepting any offer: is it a designated learning institution, is PAL available and is the programme PGWP-eligible?

Step-by-step application

  1. Shortlist programmes that match your academic history.
  2. Apply and receive a Letter of Acceptance.
  3. Request a PAL where required.
  4. Prepare funds, study plan, statement of purpose and academic documents.
  5. Apply online with IRCC and give biometrics at the visa application centre in Islamabad.
  6. Wait for the decision, then plan travel and accommodation.

English requirements

Work and PGWP

Off-campus work is allowed up to 24 hours per week in term. The Post-Graduation Work Permit has changed — field-of-study lists and language benchmarks apply for many programmes. Always check PGWP eligibility before you choose a college.

Common reasons for refusal

  • Weak or unclear study plan.
  • Programme unrelated to previous education without explanation.
  • Insufficient or unexplained funds.
  • Doubts that the student will leave Canada after studies.
