"Free education in Germany" is one of the most searched phrases among Pakistani students — and it is mostly true, with important caveats. This guide separates myth from reality and shows what you need to plan.

Is it really free?

Public universities in most German states do not charge tuition for bachelor’s and many master’s programmes. You pay a semester contribution (usually €150–€350) that includes administration and, often, public transport.

Two caveats:

  • Some states and universities charge international students. Baden-Württemberg charges non-EU students about €1,500 per semester, and some universities (including TU Munich for new non-EU students) have introduced fees. Always check the specific university.
  • Private universities charge normal fees — often €5,000–€15,000+ per year.

So "free" refers to tuition, not to living costs.

The blocked account is a special bank account that releases a fixed monthly amount after you arrive. Fintiba and Expatrio are common providers, and the figure is linked to the German student funding scale (BAföG).

Bachelor’s: why most FSc students need Studienkolleg

Pakistan’s FSc/HSSC (12 years) is generally not accepted for direct entry into German universities. Most applicants must either:

  1. Complete a Studienkolleg — a one-year preparatory programme ending with an assessment test (Feststellungsprüfung); or
  2. Finish one to two years at a Pakistani university first, depending on the programme and the university’s rules.

Studienkolleg places are limited and competitive, so apply early.

Master’s: the 16-year rule

German universities generally require a bachelor’s degree equivalent to a German one — for Pakistan, that normally means a four-year (16-year) BS/BE/BBA.
