Study in Russia from Pakistan: Scholarships, Fees and the Practical Realities to Plan For

Russia offers low tuition and government scholarships — but payments, language and recognition need honest planning first.

Key takeaways

  • Tuition is typically RUB 200,000–600,000 per year, and Pakistani students can apply for government-funded quota places.
  • Russian-taught degrees need a language preparatory year; English-taught options are mainly at master’s level.
  • International card payments and everyday banking can be difficult — plan tuition transfers and cash with the university.
  • For medicine, verify PM&DC recognition and licensing rules before paying any fee.

Russia’s large universities, science tradition and low fees attract thousands of international students, including many Pakistanis. It can be an excellent value — if you go in with realistic expectations.

Why students consider Russia

  • Low tuition: roughly RUB 200,000–600,000 per year for most programmes (about US$2,500–$7,000).
  • Government scholarships: quota places covering tuition, a stipend and dormitory for eligible applicants.
  • Strong STEM: Moscow State, Saint Petersburg State, MIPT, HSE, Bauman Moscow State Technical University, ITMO and others.
  • Large student communities from Asia and Africa.

Language: the biggest decision

Most bachelor’s programmes are taught in Russian, beginning with a preparatory language year (extra fees). English-taught degrees exist, mainly at master’s level in selected universities. If you aren’t prepared to learn Russian for daily life, choose an English programme or a different destination.

The scholarship route

The Russian Government Scholarship is awarded through a quota system:

  1. Create your profile on the Education in Russia portal.
  2. Select up to several universities and programmes.
  3. Upload documents (certificates, transcripts, motivation letter, passport).
  4. Complete any steps coordinated by HEC during the annual call (usually November to February).
  5. Wait for results and receive an invitation and visa support.

See our scholarships hub for deadlines and other options.

Costs

Item Approx. amount
Tuition — bachelor’s/master’s RUB 200,000–600,000 per year
Preparatory year RUB 150,000–300,000
Living costs RUB 25,000–45,000 per month
Dormitory usually the cheapest accommodation option

Visa process

  1. Receive admission and an official invitation from the university.
  2. Apply for a student visa at the Russian Embassy in Islamabad with your medical certificate and documents.
  3. After arrival, complete registration and residence formalities.

Practical realities

International sanctions have changed banking. Visa/Mastercard cards issued abroad often don’t work, and transfer channels are limited. Before you pay any fees:

  • Ask the university which payment routes are accepted.
  • Plan how you will access cash in Russia.
  • Keep proof of every payment.

Medicine: check PM&DC first

If you plan to practise in Pakistan, confirm that the university is recognised by PM&DC and understand the licensing examination requirements before you enrol. Rules change, and we won’t recommend a medical programme that fails this check.
